Abstract

This discrepancy evaluation model is a non-conformity evaluation model, if in the 
education program evaluation this model is known as the program gap evaluation. 
This model was developed by Malcolm Provus in 1971. The steps in implementing 
this evaluation model are: Design preparation stage, in this stage the activities that 
can be carried out are: formulating program objectives, preparing students, staff 
and other equipment, formulating standards in The form of a formula that refers to 
something that can be measured can be in this step that the evaluator is consulted 
in the program development section, the standard in question is a criterion that has 
been developed and set by showing effective results. The stage of determining the 
completeness of the program, this stage sees whether the equipment provided is in 
accordance with what is needed or not. In this stage, the following activities are 
carried out: reviewing standard setting, reviewing ongoing programs, examining 
gaps between what is planned and what has been achieved. The process stage, in 
this stage the gap evaluation is to evaluate which objectives have been achieved. 
This stage is also called the stage of collecting data from program implementation. 
The objective measurement stage, in this stage, conducts data analysis and 
determines the level of output obtained. The question asked in this stage is "has the 
program reached its terminal objectives?". The comparison stage, in this stage, 
comparing the results that have been achieved with the goals that have been set. In 
this stage the evaluator writes all the findings of gaps or discrepancies to present 
to the decision maker so that they can continue making decisions about the 
continuity of the program. The possibilities taken by decision makers are: stopping 
the program, changing or revising the program, continuing the program, modifying 
the objectives of the program
